The independent agencies have similar values, which are supported through affiliation
The agencies have a common history in the development of treatment foster care and value the continued growth of the model
Affiliation enhances the stability and viability of individual agencies
There are real economies of scale in doing some things together
An affiliation has greater ability to provide leadership to the Child Welfare field than can be provided by individual agencies
By working together, individual agencies are better able to recognize and replicate best practices in program services, management, and governance
